Biography

WILLIAM J. HALLOCK
WILLIAM J. HALLOCK was born July 2, 1840, in Ontario, Canada. He was the son of ANNA STEVENSON and WILLIAM B. HALLOCK. His siblings were
  1. JAMES DEGROAT HALLOCK (1825–1910)
  2. LOUISA HALLOCK MALLORY (1828–1854)
  3. DWIGHT WYATT HALLOCK (1830–Deceased)
  4. NORMAN STEVENSON HALLOCK (1832–1910)
  5. HARRIET ANN HALLOCK ALLEN (1836–1886)
  6. CATHERINE AMELIA HALLOCK BORDEN (1838–1909)
_________________________________________
According to the Biography of William's older sister, Catherine Amelia Hallock Borden, the Hallock family migrated from Ontario to Wisconsin in 1846, briefly residing at Hartford, Dodge, Wisconsin:
"She was born in Canada on May 27, 1838, and went to Hartford, Wisconsin in 1846, left there for Iron Ridge in 1848 and in 1857 she went to Irvin, Jackson County, Wisconsin, where she was married to E. Borden and lived there for about three years."
https://www.findagrave.com/memorial/95373359/catherine-amelia-borden
The Hallock family first is found four years later in the U.S. Federal Census for Hubbard Township, Dodge County, Wisconsin. The next Federal Record, also a U.S. Census, finds the family living at Irving Township, Jackson County, Wisconsin.
The reason for this backdrop is to affirm Catherine's recall of 1846 as accurate even though no records that early are known to identify the family in Wisconsin--however--considering that her marriage occurred in 1849 Catherine's remembrance of a date only three years earlier is very confident.
In the U.S. Federal Census for 1860 enumerated on July 26, 1860, a twenty-year-old William was living in the family home at Irving, Jackson, Wisconsin. The youngest of the seven Hallock children, he also was the last to leave home. But later that same year, on September 16, 1860, at Irving, Jackson, Wisconsin, William J. Hallock married EMERGENE B. SMITH, she was born on October 21, 1840, in Sullivan, New Hampshire, the daughter of HARVEY HEALY SMITH and LUCINDA MATHTILDA PERRY.
They were the parents of five daughters:
  1. ISABEL (HALLOCK) GRAVES (1861–1882)
  2. ANNETTE 'Nettie' (HALLOCK) WELSH (1865–1948)
  3. ALICE J. (HALLOCK) REEVES (1869–1943)
  4. EVELYN EVA (Hallock) QUAKENBUSH (1871–1939) and
  5. ALFRETTA VIOLA (HALLOCK) ROESSEL (1882–1966)
The first four girls were all born at Loyal Village, Clark County, Wisconsin, where several other Hallock family members also lived.
The youngest of the five, Alfaretta 'Nettie' was born at Bath Township, Brown County, South Dakota. William had moved his family to Brown, sometime between 1880 (at which time, they were still residing at Loyal, Clark, Wisconsin) and Alfie's birth on December 20, 1882. Precisely how long they were in Brown County, South Dakota is not certain, however, according to the obituary of William's son-in-law: Stephen Douglas Welsh, the family of William Hallock was already established at their final location by 1890:
"About 1880 he was married to Nettie Hallock and in 1884 moved to Brown County, Dakota, then a territory and took up a homestead. In about 1890 he moved to the State of Washington..."
https://www.wiclarkcountyhistory.org/1data/25/25507.htm
The obituary goes on to recall that Stephen, upon arrival at Ferndale, Whatcom County, Washington, stayed in the barn of his father-in-law, as pioneers of that era did not purchase ready-made housing, but rather had to build their own homes. The assumption could indicate by 1890 William and his family had been in Whatcom County long enough for William to construct his new homestead. The recent discovery of William's Obituary, however, concisely dates the family's arrival in Ferndale as April 1890 and further states (regardless of the assumption made in the obituary of his son-in-law above), that William purchased the family's new homestead, a 40-acre farm, in Whatcom County.
There is another matter that occurred in the Hallock family while they were still resident at Bath Township, Brown County, South Dakota, that deserves a moment's explanation because there is misleading information available to family researchers from which an incorrect conclusion could be drawn.
I have no idea as to the state of relations between William, and his brother, NORMAN STEVENSON HALLOCK, who must have been somehow involved in the controversy because otherwise, the context of the tale would make even less sense, but the context is not of value here, the facts only as pertinent are.
William's mother (ANNA STEVENSON HALLOCK) died on September 25, 1883. The "when" she died is not at issue, but rather, the "where" was.
Family researchers looking into the personal history of William's brother, Norman Stevenson Hallock, may come across an old 'RootsWeb' profile that contains the reference to a most peculiar incident. It states that Anna Hallock did not die whilst living in the home of her son William, but rather insists, she was residing with son, Norman. The narrative goes on to allege that as a kind of "Cease and Desist" order, in the form of an Affidavit had been issued and Deposition was taken to prove the claim that the mother died in the care and home of Norman, and not William.
It was referred to as the "F.W. Draper Affidavit". A good deal of time was spent searching through all available court actions of the period filed by someone named 'Draper' could be found. I was able to discern that there was, in fact, a rather influential man of the time named 'F.W. Draper' who was also an 'Officer 'Clerk' of the Court who appears to have been known to file actions on behalf of the citizens of Neillsville, Clark, Wisconsin - near to where Norman and his family lived. I was not, however, ever able to locate any reference to such a proceeding by viewing all the available information, and frankly, such a familial dispute would likely never have been entered into the Circuit Court's business, at least, not accepted as such. For some time, the matter of "where" Anna Hallock died remained unresolved and likewise peculiar. Finally, research of another closely related Hallock family member stumbled me onto the piece of information that settled the matter:

Hallock, Anna (1807 - 25 Sept. 1883)
HALLOCK - At Bath, Brown County, Dakota, September 25th, Mrs. Anna Hallock, aged 76 years.
"Deceased was for many years a resident of the town of Loyal, having moved, with her husband, into the town about twenty years ago. About two years ago she removed to Dakota with her son, W. J. Hallock, with "whom" she resided up to the time of her death. Her remains were brought back to this county by her son, arriving in Neillsville, Saturday, Sept. 29, and on Monday were laid at rest, beside those of her husband, in the cemetery at Windfall."
It is the publication of the Obituary that further underscores the peculiar nature of an Affidavit because presumably it could only be based upon first-person knowledge. Affidavits are supposed to be drawn only upon truthful testimony that can be verified. The fact there was at least one printed account of her death and burial would have undermined such an attempt to prove otherwise. Perhaps the Affidavit was sworn, but the fact of where Anna died was proven and therefore, the Affidavit could not be entered into the Record?
For the sake of argument, I did in fact, research how long it would have taken a horse-drawn wagon to traverse from Bath to Neillsville. On average with a brisk pace, a three-day journey could well be accomplished, but certainly by the fourth day. And considering the importance of expediency, it would have been of the utmost importance that nothing delay transport of his mother's body to the place of her burial considering the distance involved.
Anna is indeed buried in the Windfall Cemetery just outside of Neillsville, next to that of her husband, William B. Hallock. Lastly, the remainder of the information contained in the obituary is verifiable and has been. This means, that following the sale of the family homestead at Loyal, Clark, Wisconsin, Anna relocated to live with William and his family. Now, why that situation provoked such a response by William's brother is lost to history. But to me it is without question that Anna died while in the care and residence of her son William J. Hallock, and not Norman.

Sudden Death.
William J. HALLOCK, a prominent citizen of Ferndale, a farmer, a man of family, and greatly respected, died, Tuesday night suddenly, of heart failure, aged 54 years.
He was in the village an hour before he died, as well and happy, apparently, as ever in his life. He was stricken with death when retiring.
He leaves a wife, three married daughters, and one unmarried daughter. The married daughters are
Mrs. John REAVES
Mrs. D. WELCH
Mrs. L. QUACKENBUSH
all residing near the village, and all of whom came from Dakota together in 1889.
He leaves his family well provided for. The funeral occurs today at 2 p. m. In consequence of this death the celebration at Ferndale is abandoned.
(For more details see the account below published July 14, 1895) July 12, 1895:
Obituary
Mr. William J. HALLOCK departed this life July 2nd, 1895, at his residence at East Ferndale, of heart disease, aged 5_ years. Mr. HALLOCK was a native of Owings [Owen?] Sound, Canada.
He moved with his parents to Iron Ridge, Wisconsin, and from there to Melrose, Wisconsin, in 1859, where he wooed and won his bride, the present Mrs. HALLOCK, nee Miss Imogene SMITH.
They moved from there to Clark county, Wisconsin, in 1865, where he took charge of his father's farm. In 1881 he located on a homestead in Brown county, Dakota. From there he moved with his family to Ferndale in April, 1890, and purchased a forty acre farm of Wm. SISSON, where his widow now resides with her daughter, Alpharetta, aged 13 years, and her aged father, Mr. SMITH.
He has served the public in his various homes, always to the credit of himself and best interests of his country. He leaves a wife and four daughters. His sudden death was a great shock to his family and friends.
On July 2nd he went to Whatcom with his team, returned, eat (sic) his supper, and went downtown and chatted with his friends on the street. He went home and retired for the night at about 9 o'clock, apparently as well as usual. In half an hour he complained of feeling ill, and had one of his old spells, such as he has been having at intervals for the past year.
The usual remedies were applied, but were of no avail, his suffering being intense, but fortunately for him of short duration. Death came to his relief about 10 o'clock.
The funeral services were held at the house, and were conducted by Rev. McMILLAN, whose address was eloquent and impressive. The house was crowded, as were also the grounds surrounding the house. The beloved husband, the kind, indulgent, and beloved father, the honored and highly esteemed friend and neighbor was laid to rest in Woodlawn cemetery. The Odd Fellows paid their tribute of respect to their departed brother at the grave.
The family has the heartfelt sympathy of the community, and a host of friends who mourn with them.

"Dr. A. Grant was in Rondell in 1880 but did not settle in Bath until the following year. John Helmka arrived in Columbia in the spring of 1880 and in August he filed his homestead in the township. His family arrived the next spring with Miss Ida Ellsworth.
John and James Regan were here in 1880 and drove on to Bismarck, returned the next month and located. James spent the following winter at his old home in Iowa. John started to walk to Watertown February 19, 1881, and was found dead on the river just a month later, a half-mile below Rondell. This was the first death to occur among Bath Settlers. The first death in the township was that of Morris M. Jones, who died suddenly in the summer of 1882 while at work on the house of WILLIAM J. HALLOCK."
