James Reed Hallowell was an American lawyer, railroad businessman, politician and soldier. Hallowell was a Colonel in the Union Army during the Civil War. Hallowell was elected to the United States House of Representatives, but was not seated.

James Hallowell was born in 1841, in Montgomery County, Pennsylvania. [1] He was the son of William R Hallowell and Margaret (Wiker) Hallowell. [2]

James Hallowell went to Asbury College (now known as DePauw University).

On April 23, 1861, James Hallowell enlisted as a Captain in Company C, 11th Regiment, Indiana Infantry. [3] After service in the 11th Regiment, Hallowell enlisted in the 31st Indiana Infantry. In September 1864, Hallowell was promoted to Major. [4] In November 1864, Hallowell was promoted to Lieutenant Colonel. [5] After Colonel Smith resigned in March 1865, Colonel Hallowell commanded the 31st Infantry. Colonel Hallowell mustered out of service on December 8, 1865. [5]

Post War

On November 28, 1871, James R Hallowell married Samanth H Montgomery in Montgomery County, Indiana. [6]

Hallowell moved to Cherokee County, Kansas where he practiced law and served as the United States Attorney. [7]

In 1876, Hallowell was a member of the Kansas House of Representatives. In 1877 and 1879, Hallowell was a member of the Kansas State Senate In 1878, Hallowell was elected to Congress. However, The United States House of Representatives refused to seat him. [8]

In 1890, Hallowell again ran for Congress. In what has become known as the "Sik Stockings Controversy," during a debate with Simpson, a Populist, Simpson had referred to Hallowell as silk stockings. That was a term for an elitist. Allegely, Hallowell said that wearing silk stockings was preferable to dirty men who wore no socks. Simpson's campaign played on this alluding that Simpon represented the farmers that had been made poor by silk stockings laws. Hallowell lost the election. [9]

Colonel James Reed Hallowell passed away in 1898. He was buried at Oak Hill Cemetery, Crawfordsville, Indiana. [1]
