Delphla Ratliff was born on June 9, 1921, in Kimper, Pike County, Kentucky, United States, the daughter of Floyd Ratliff and Flora Ellen Layne.^[1]

She married Merl McKinney as his second wife on November 9, 1957, in Lebanon, Russell County, Virginia, with L. G. Hernden, a Baptist Minister, as the officiant,^[2] subsequently having two known children, a daughter, and a son.

Delphla McKinney née Ratliff passed away on October 10, 2002, in Pikeville, Pike County, Kentucky, United States.^[3]
