Hirakawa Shigeko was born in Kurume, Fukuoka Prefecture on 14 March 1953. She moved to Tokyo in 1961. Although originally a painter, she began exhibitions as a visual artist in 1980.
In 1983, Shigeko visited France under a French scholarship. From 1992 onward, she worked at an art studio at Châtenay-Malabry, producing visual art works related to the environment.
