Biography

Frank was born 10 January 1893 in Key West, Florida.^[1] He was the son of Frank Henry Watlington Papy and Melvina B. Russell.

He married Maud A. Lyon on 20 March 1923 in Palm Beach County in a cermony performed by C. E. Chillingworth, County Judge.^[2]

Frank died 26 January 1960 in Key West,^[3] and he is buried there in the City Cemetery.^[4]
