Biography
Charles was born 5 September 1894 in Key West, Florida.[1] He was the son of Frank Henry Watlington Papy and Melvina B. Russell.
He married Pearley Ann Lewis on 3 November 1917 in Key West.[2]
Charles died on 2 January 1963 in Key West,[3] and he is buried there in the City Cemetery.[4]
