Biography

Frank was born 5 October 1859 in Key West, Florida.^[1] He was the son of Jose Francisco "Joseph" Papy and Louise Sawyer.

He married Melvina B. Russell on 16 July 1882 in Key West in a ceremony performed by E. H. Giles, M.G.^[2]

Frank died 22 October 1920 in Key West,^[3] and he is buried there in the City Cemetery.^[4]
