I don't speak german but here's my best guess....

Vaccination Certificate

Wenzl Benesh child of Wenzl Benesh, 2 1/4 months old,  born at 19 Weistlman ? and living in 19 Weistlman? was inoculated by the undersigned in 1849 the 2nd of May with Ruhpedenstoffen and asked (Deci achte ?) Ruhpoden properly survived.

   The 10 May 1849                signature

Good start! I'm not sure about the street names, handwriting is smooshy. But otherwise I think you got the gist.

"mit Kuhpockenstoffe Geimpft worden, und hat drei ächte [echte] Kuhpocken ordentlich überstanden."

They vaccinated the infant with cowpox ("vaccine" from "vacca"/cow) and he survived 3 actual cowpox pocks.

This was to protect against smallpox.
Can you please add a transcription too please? Thank You
