Can anyone add pictures to a category ....like historical sites in a town,county?

I took some pictures of Colbert, Madison County Georgia (my home town) of historical sites and was wondering if I could post them in the category Colbert, Georgia.

You should ask experts, but once you uplaede the picture I think you can add a [[category : Colbert, Georgia]] to the picture and  I assume it will show up in the category page

The ideal way to share these would be to create a free-space profile for your community's historic sites and use that page to display text and photos about your community. You may or may not want to start a full-blown One-Place Study, but the folks at https://www.wikitree.com/wiki/Project:One_Place_Studies can give you good advice on how to set up a page.

I forgot to include the point that the free-space profile should be in the Colbert category and it should be prominently linked from the category page.

It is not against WikiTree policy to add an image to a category, but it should be one photo and it should not be large. Ellen gives good advice in her answer below.
