Like his father, uncle and grandfather, Frederick (also Frederic) Bowker Terrington Carter became a lawyer and magistrate. He was elected to the Newfoundland Assembly in 1855 and held his seat until his appointment as a Newfoundland Supreme Court judge in 1878. From 1865 to 1870 and from 1874 to 1878, he served as premier and attorney general of the colony.

Carter attended the Quebec Conference of 1864 and returned home believing that Newfoundland should join Confederation; however, the majority of the Assembly disagreed with him. In 1867 when Canada became a nation, Newfoundland refused to join. Carter presented the case for Confederation again in 1869 during that year's election campaign, but the anti-Confederates won a majority of the seats.

In 1878, the same year he became a Supreme Court judge, Carter was made a Knight Commander of the Order of St. Michael and St. George. Two years later he became chief justice and served in that capacity until his retirement in 1898.

In 1846 Carter married Eliza Walters Bayley. They had eleven children. He died in 1900 and was buried at Mount Pleasant Cemetery, St. John's.
