Andrew,if you look at the other Milligans that arrived on the same ship in 1913,there is certainly a John born in 1868. There is a Helen Milligan aged 42
In the 1901 census a John Milligan b in 1868 is living with his wife Nellie b in abt 1871 (Nellie is often used as a shortened form of Helen)They have a son William aged 4.

On the same boat as John, William and Helen are several more Milligans who may or may not be related included are a Mary aged 22, a Helen aged 18 and a Margaret aged 10.(all a bit out but possibles)
Personally I would follow up all the Milligan names from that boat and see if I could find them in the US 1920 census.

I haven't used it as I have no Scottish ancestors. It seems to say that you can do a surname search after registering but you have to pay to get access to the various records.
Edit I checked one of the Milligans called Sadie as it is an 'odd' name and found this for the 1930 Census for Bethlehem, Northampton, Pennsylvania, United States
Ellen Milligan is head, along with children George, Janet, and Margaret (boat passengers also included a George and a Jeanie)
They also appear on the 1820 census for Bethlehem Ward 9, Northampton, Pennsylvania, United States along with Arna aged 17 (Margaret?) Say it with a thick Scottish accent!
