Note NI50589The Colonial Riley Families of the Tidewater Frontier, by Robert Shean Riley, 1999, Volume 1, page 213, Thomas Riley was the eldest son of Hugh Riley Sr, and his first wife Margaret (Ploumer). The name of Thomas first appears in Maryland records "when Colonel Ninian Beall, Hugh Ryley and his son Thomas Ryley" were ordered to appear before the Provincial Court on 12 Oct 1697 to testify to the trust of their knowledge in behalf of his Majesty, to tell what they knew about Woodcough, a Mattapony Indiana, who was being held by the Sheriff of Ann Arundel County. Woodcough had been apprehended on suspicion of having knowledge about a murder committee at the Garrison at the head of the Potomac, and the Colonial authorities suspected he also knew about possible raids or attacks planned by the Indians at that time. In the years 1699 and 1700, Colonel Beall commanded a regiment of the Colonial Militia, and Thomas Riley served as a private under his command.

He moved across the Potomac to Stafford County, Virginia, about 1700.
