I would like to give a membership to her as a birthday present.

Your granddaughter needs to be at least 18 years old to apply for membership.  You can pay the fees for her but your granddaughter will need to apply, you can not apply on her behalf.  She will need to provide the documentation to prove each generation from herself back to the Rev. War ancestor.
